so u can better understand my promblem i was homeless before i went into foster care. i think part of the problem if not all may be because i rarely washed as a small child. i’ve had the “black neck” as long as i can remember. my stomach and upper legs are in the same condition. my chest is the lightest part of my body. please anybody if u have an answer let me know i would greatly appericiate it. HELP ME!!!!!!!!!!! will a skin peel help?

I’m saying this because lately I’ve seen a lot of girls dying their hair blonde or wanting their hair to be blonde when it’s a dark brown. I have the pale skin and dark hair combination, and dark eyes and its natural so I can’t do anything about it. I also get tired of constantly hearing that blondes are better and that a tan looks healthier. I think my features contrast nicely and I like to avoid the sun because I don’t want to get sun cancer. 
Does anyone else think the same?
